“This is the proposed Water Rights Compact that could be a
critical component of a comprehensive water rights settlement among the
Confederated Salish & Kootenai Tribes, the State of Montana, and the United
States—also referred to in this proposed Compact as the Parties. As with any
negotiation of a complex settlement of litigation and other issues, nothing in
this document is agreed to until everything is agreed to by the three Parties,
which will only occur (if at all) after the opportunity for public review and
comment.”
