The Poplar Pipeline is 12 inches in diameter and
one-half-inch thick in the area where it crosses under the Yellowstone River
just upstream from Glendive. A breach in the line has occurred between two
block valves approximately 6,800 feet apart where the line crosses the river.
The exact point of release has not yet been determined; however, the release is
specifically within this 6,800-foot section and product has reached the
Yellowstone River.”

The answer is no. Throughout Section 2302, Congress repeatedly
used the phrase “law, rule, or regulation.” For example, Section 2302(b)(1)(E)
prohibits a federal agency from discriminating against an employee “on the
basis of marital status or political affiliation, as prohibited under any law,
rule, or regulation.””
